A system of funding, levies, and subsidies called the Universal Service Fund (USF) was created to give more Americans access to telecommunications. The Communications Act of 1934, which stated that "all persons in the United States will have access to speedy, efficient, countrywide telecommunications services," is the foundation for this policy.
